Bolivar Pass Pier Construction Underway
October 27, 2025
In April 2025, the first of 202 piles was officially driven into the ground, marking the beginning of a transformative project at Bolivar Pass in Southeast Texas. Also known as Bolivar Roads, this strategic waterway lies between Galveston Island and the Bolivar Peninsula, serving as a vital connection between Galveston Bay and the Gulf of Mexico. This pivotal location plays a critical role in coastal protection, navigation and shipping, environmental restoration, and flood mitigation infrastructure; making it an ideal site for investment in resilient public infrastructure.
Upon completion, the recreational pier will extend approximately 1,100 feet into the water and encompass nearly 30,500 square feet of elevated structure. Oversight for the initiative is provided by the Texas General Land Office, with financial support from both the State of Texas and the federal government. The final structure is intended to reestablish public access to the waterfront and reinstate recreational amenities that have been absent since the closure of Bolivar Pass in 2019. In addition to enhancing quality of life for residents, the project is anticipated to stimulate economic activity and strengthen the region's connection to the Gulf Coast's natural and cultural heritage.
Construction for this project is being carried out by Shoreline Foundation, Inc. (SFI), a contractor known for its expertise in marine and heavy civil construction. With a strong track record in pile driving using concrete, steel, and timber, as well as bulkhead and seawall construction, bridge and pier work, and environmental restoration, the experts at Shoreline bring the experience and capability needed to deliver this complex coastal infrastructure.
Pile driving operations for the Bolivar Pass Recreational Pier are being supported by deep foundation equipment from International Construction Equipment, Inc. (ICE®). For this first portion of the project, SFI is utilizing two ICE® 33 Vibratory Hammers, currently on rental, along with a newly acquired ICE® I-46 Diesel Impact Hammer to drive the 202 piles required for the structure. The ICE® 33 Vibratory Hammer is known for its compact design and high-frequency performance, making it ideal for marine applications where precision and control are essential. Its ability to operate efficiently in tight spaces and variable soil conditions has made it a trusted tool for contractors working in coastal environments. Central to the performance of the ICE® vibratory hammer is its Hydrauli-Flex™ hose, engineered to maintain stable hydraulic pressure under demanding marine conditions. Its resilience and adaptability are essential for ensuring uninterrupted operation, particularly when equipment is deployed from barges or temporary platforms in open water. The ICE® I-46 Diesel Impact Hammer, with its rugged construction and high energy output, is especially effective for driving large-diameter piles into dense or resistant soils. Its diesel-powered design allows for consistent performance even in remote or offshore settings, reducing the need for external power sources and simplifying logistics.
ICE® extends its sincere appreciation to Shoreline Foundation for selecting its equipment for this important coastal infrastructure project. The Southeast Texas community also expresses its gratitude for the collaborative efforts that are bringing this long-awaited pier to life; restoring access, supporting economic growth, and reconnecting residents with the Gulf Coast's natural heritage. With the first pile now in place, construction is officially underway, and the Bolivar Pass Recreational Pier stands as a symbol of resilience, renewal, and the power of collaboration. Congratulations to all!
