Driving Newport’s Future with ICE®
January 29, 2026
At Perry Mill Wharf in Newport, Rhode Island, history is meeting renewal. Once home to structures that had sat unused since 2010, the site is now being transformed into a vibrant waterfront destination. As of late 2025, construction is well underway on the Regatta Center, a 7,686‑square‑foot event space designed to host private gatherings and regattas, alongside a new waterfront restaurant occupying more than 4,000 square feet. Elevated on steel piles above the 100‑year flood line, the project reflects Newport's commitment to resilient design in the face of rising seas. The redevelopment also includes a limited marina with transient slips, upgraded landscaping and utilities, and a continuous Harbor Walk that now connects the Smokehouse Café to the 41 North property. Approved by the city in May 2021 and supported by a 40‑year lease with the Parascandolo family; renowned Newport fishmongers and longtime community supporters, for whom the original wharf was named; the project is poised to redefine the waterfront as a vibrant hub for residents and visitors alike.
Leading the marine construction is Reagan Marine Construction, a trusted contractor with deep roots in Narragansett Bay. Known for their full‑service approach to waterfront infrastructure, Reagan Marine has delivered projects such as the Elm Street Pier and King Park Dinghy Dock for the City of Newport. Their expertise in pile driving, marine demolition, and dock construction makes them the ideal partner for Perry Mill Wharf's complex redevelopment. With a reputation for precision and reliability, Reagan Marine is ensuring that the Regatta Center and its accompanying amenities rise on a foundation built to last.
On site, International Construction Equipment (ICE®) has been providing the power behind the piles. For this project, Reagan Marine decided to deploy an ICE® I‑19V2 Diesel Impact Hammer, a trusted workhorse in marine construction. Known for its ability to deliver consistent, high‑energy blows, the I‑19V2 is especially effective for seating steel piles deep into the seabed, ensuring maximum stability for structures elevated above the floodplain. In waterfront projects like Perry Mill Wharf, impact hammers are often chosen for their precision and driving strength, while vibratory hammers excel in speed and reduced noise in urban settings. Each tool has its place, and in this case, the ICE® I‑19V2's proven reliability and sheer driving force made it the right choice to anchor the Regatta Center securely against tides and storms. By combining ICE®'s advanced equipment with Reagan Marine's expertise, the project is laying a foundation designed to last.
As the Regatta Center takes shape, the community looks forward to a revitalized waterfront that blends resilience with recreation. From hosting regattas to welcoming diners and walkers along the Harbor Walk, Perry Mill Wharf is being reborn as a destination for all. For Newport residents and visitors, the project promises renewed vitality on the waterfront. For ICE®, it is a privilege to support Reagan Marine Construction with equipment that turns vision into reality. Through this combined effort, the redevelopment is delivering more than new structures; it is anchoring Newport's promise of resilience and creating a waterfront where strength and enjoyment will last for generations.
