ICE® in the Gulf
July 28, 2026
Along the historic shores of Naples, Florida, the iconic Naples Pier has stood as a symbol of community and commerce since 1888. For generations, this landmark served as a vital gathering place, but in September 2022, tragedy struck when Hurricane Ian catastrophically battered the coast. The storm tore away roughly 140' (ft) of the pier's end section and obliterated more than 30 crucial structural pilings, leaving the entire structure compromised. Engineers determined that a full replacement was required to meet modern coastal resilience standards. Stepping up to answer the call, the City of Naples awarded a $26 million reconstruction contract funded through a strategic mix of FEMA, state, county, and city contributions. With an ambitious 18-month timeline, full operations officially launched in January 2026, marking a major turning point as teams moved in for full demolition and advanced pile-driving operations to build a higher, stronger, and more storm-resilient pier.
To execute a project of this magnitude and technical complexity, the city needed an elite marine contractor capable of conquering the unpredictable Gulf seabed. They chose Shoreline Foundation Inc., a premier outfit renowned for its deep expertise in marine construction and heavy civil foundations. Shoreline was selected because they possess the heavy-duty muscle, precision engineering skills, and specialized marine assets required to self-perform the entire scope of work. Tasked with the full demolition of the remaining damaged pier sections, Shoreline is responsible for driving advanced prestressed concrete piles, rebuilding the elevated pier decks, reconstructing the signature shelters, and restoring the beloved fishing areas. Because the new, storm-resistant design utilizes fewer but significantly larger piles spaced farther apart to minimize shoreline impact, Shoreline expertly navigated the tight environmental constraints while executing early pile testing to perfectly verify load requirements.
Conquering the dense Gulf seabed soils and installing these heavy-capacity foundations demands an elite arsenal of deep foundation machinery from International Construction Equipment, Inc. (ICE®). To meet the diverse structural requirements of the site, Shoreline is deploying a powerhouse lineup of specialized ICE® hammers, each serving a critical role in the expansion. For initial positioning and varying soil conditions, Shoreline will utilize the high-performance ICE® 33 and ICE® 44 Vibratory Pile Drivers. The ICE® 33 provided rapid, high-frequency efficiency for lighter or shorter pile segments, while the higher-energy ICE® 44 delivered the brute centrifugal force needed to loosen stubborn sand layers for deeper, heavier sections.
To achieve ultimate deep embedment and meet the massive load-bearing specifications required to withstand future storm surges, Shoreline will then transition to ICE®'s flagship impact technology, deploying the ICE® I-30 and ICE® I-36 Diesel Impact Hammers. The ICE® I-30 impact hammer delivers the precise, high-energy blows needed to seat large prestressed concrete piles firmly into the bedrock and for the highest-capacity, primary load-bearing foundations, the massive ICE® I-36 impact hammer will be unleashed, driving the heaviest columns to maximum depth. Prestressed concrete piles have been explicitly chosen for this resilient design because they offer unmatched bending strength against wave debris, an extended service life in harsh saltwater environments, and superior corrosion resistance compared to traditional steel.
As the steady rhythm of the ICE® hammers echoes across the water, the transformation of the Naples waterfront stands as a monument to modern coastal engineering. The surrounding Naples community has expressed profound gratitude for Shoreline's dedication to restoring their historic landmark, ensuring that future generations can safely walk the boards for decades to come. International Construction Equipment (ICE®) is privileged to support Shoreline Foundation Inc.'s effort, knowing their deep foundation technology is playing a quiet, vital role in bringing the Naples landmark back to life. Amazing work to all involved!
