Runway 27 Safety Pier Project

Boston Logan International Airport is currently undergoing a major safety enhancement with the construction of the Runway 27 Safety Pier, a pile-supported platform extending into Boston Harbor. Designed to safely decelerate aircraft in overrun scenarios, this critical infrastructure will bolster operational safety at one of the busiest airports in the U.S. The project, valued at over $100 million, is being delivered under a design-build contract and will span two construction seasons (2025/2026). Situated over open water and within the bounds of an active airfield, the project presents unique logistical and engineering challenges; echoing the complexity of similar work on Runway 33L back in 2012.
J.F. White Contracting Co. was selected as the pile driving subcontractor by McCourt Construction, the project's lead contractor. To tackle the demanding marine foundation work, J.F. White is operating five cranes from The Manitowoc Company; two 2250s, two 300s, and a 999-service crane; each equipped with four hydraulic impact hammers, including two ICE® IP 1514's. Known for their high striking energy and rugged design, the IP 1514 hammers deliver the driving force needed to penetrate dense subsurface layers and set piles to precise depths. Their hydraulic system provides consistent blow energy with reduced vibration, which is critical for maintaining pile integrity and minimizing disruption in sensitive marine conditions. By deploying the ICE® IP 1514s alongside other hammers, crews are able to sustain continuous pile-driving operations with maximum efficiency, ensuring that 18-inch square prestressed concrete piles are seated firmly to support the new structure. At the same time, precast concrete headers and NEXT beams are placed to advance superstructure assembly. The operation runs 24 hours a day, 7 days a week, underscoring both the urgency and the technical complexity of the project, with the ICE® IP 1514s serving as a cornerstone of the heavy foundation work.
In addition to the ICE® hydraulic impact hammers, multiple other pieces of ICE® deep foundation equipment are being deployed on-site, including power units and vibratory hammers. Combined, these machines have already driven over 300 precast concrete piles, some up to 140 feet in length, and have supported the installation of a steel sheet-pile wall and temporary trestle. Central to the performance of this equipment is the Hydrauli-Flex™ hose, which ensures consistent hydraulic power delivery under extreme conditions. Its flexibility and durability are critical in supporting uptime and safety in the harsh marine environment, especially when working from barges and temporary platforms.
